The error means that you are missing TabCtl32.OCX file. You can download this file from a simple search on Google.
Download the file and place it in Windows/System32 folder then open a command prompt (Start > Run > Cmd) and type : regsvr32 %Systemroot%\System32\tabctl32.ocx. If the command was successful, you will receive the following message: DllRegisterServer in C:\WINDOWS\System32\tabctl32.ocx succeeded
